Prior to the mid-20th century, most branches of the United States government had entirely independent cataloging systems that made procurement very inefficient and caused duplicated inventories. To create a unified supply chain, the Federal Catalog System was established so all federally-approved parts are labeled with standard identifiers, such as National Stock Numbers (NSNs) and National Item Identification Numbers (NIINs). While using these identifiers is mandatory across the U.S. government and NATO nations, their utility has prompted some private sector organizations to adopt them as well. What Are NSNs and NIINs?

An NSN is administered by the Defense Logistics Agency (DLA) to all parts or materials that are repeatedly issued and have demonstrated adherence to established manufacturing and performance standards. Of these items, those that share an identical form and function are assigned the same NSN, meaning numerous approved part numbers can be found with a single identifier regardless of their manufacturer.

Always 13 digits long, an NSN is made up of the following sections:

  • Federal Supply Class (FSC): The first four digits of the NSN constitute the FSC, a coding structure designed to group similar items. It is most helpful to look at it in two parts
  • Federal Supply Group (FSG): As the first two digits, the FSG represents the broadest category of items, such as FSG 53 - Hardware.
  • Federal Supply Class: The third and fourth digits narrow the focus to a more distinct product type. For example, within the Hardware group, the digits 05 designate FSC 5305 - Screws.
  • NIIN: The NIIN is the final nine numbers in the NSN. Its first two digits indicate the National Codification Bureau (NCB) Code, or the country that first cataloged the item into the system. For the United States, the NCBs are 00 and 01. Meanwhile, the final seven digits have no distinct meaning, simply being a unique serial number assigned to the item.

The NIIN is a particularly important facet for distinguishing one part from all others under the same umbrella. Unlike the FSC portion, which could change if an item is later reclassified into a different functional group, the NIIN remains a fixed point of reference throughout a part’s lifecycle.

Strategic Uses for These Identifiers
